Director Update
There has been so much said about the challenges everyone has faced over the past months as a result of the COVID-19 pandemic, and the current and future state of our economy. We want to acknowledge the challenges and recognise the efforts that everyone has put in, and start to clearly focus on the future - for our business, for our clients, and for our industry partners.
We want to thank you for your continued support, and let you know that CKL project teams are back to full speed. The development of New Zealand to accommodate new infrastructure projects, the continued demand for housing, and increasing industrial and commercial operations is not standing still, and we are excited to be part of this. We look forward to sharing news with you about some of the exciting projects we are working on and the achievements of CKL team members. A Small But Significant Milestone for CKL

During the recent lockdown period, we took the opportunity to review our brand and decided to make a small but significant change to better align our formal company name with our brand.
For over 30 years, CKL has been registered with the Companies Office under the business name of CKL Surveys Ltd. We started out in the Waikato as a surveying firm, but over the past 30+ years we have grown and diversified our business to incorporate all aspects of land development - planning, surveying, civil engineering, transportation engineering, and environmental engineering. 
CKL is now officially registered as CKL NZ Ltd. This change reflects the broader service offering we provide to clients and industry partners, whilst still maintaining a proud link to our heritage. Our brand and logo remain unchanged.
Whilst this is a relatively small change, it marks an important milestone for CKL. Our new name provides us with future growth opportunities and the start of a new era. We are excited for what is to come.

The National Policy Statement on Urban Development 2020
The National Policy Statement on Urban Development 2020 (NPS-UD) was recently released by central government and it replaces the National Policy Statement on Urban Development Capacity 2016. CKL’s Planning team have reviewed the NPS-UD and have identified the following key themes:
  • To improve urban environments that enable people and communities to provide for their social, economic and cultural wellbeing;
  • Improve housing affordability by supporting competitive land and development markets;
  • Enable intensification of people living and business operating in and around centres, public transport nodes, or areas of high demand;
  • Local authorities are to set housing bottom lines and sufficient development capacity to meet expected demand for housing and business land;
  • Plan change opportunities may result for unanticipated or out-of-sequence development that would contribute to development capacity and a well-functioning urban environment that is well connected along transport corridors.
The key actions resulting from the NPS-UD are in relation to tier 1 urban environments are:
  • Enabling building height and density of urban form for housing and business to at least 6 storeys both within and surrounding walkable catchments from city centre zones, metropolitan centres, and existing and planned rapid transport stops;
  • Intensification around public transport nodes and business areas is encouraged generally;
  • Giving effect to intensification policies requires tier 1 authorities to identify, by location, the building heights and densities;
  • Local authority decisions are responsive to plan changes that would add significantly to development capacity even if unanticipated by RMA planning documents or are out-of-sequence with planned land release;
  • Minimum parking standards are removed from District Plans (except accessible parking).
The tier 1 urban environments includes Auckland, Hamilton (Waikato Regional Council, Hamilton City Council, Waikato District Council and Waipa District Council) and Tauranga (Bay of Plenty Regional Council, Tauranga City Council, Western Bay of Plenty District Council). 
The NPS-UD will take effect on 20 August and Councils have set times to implement the NPS in their local plans.
Project Update: Doncaster Drive Papamoa

Earthworks have commenced on a 33-lot residential development project at Doncaster Drive, Papamoa. Managed by our Tauranga team and working with an Auckland-based client on one of their first projects in the Bay of Plenty, this development is in a highly attractive location adjacent to Papamoa College. The site was one of the last remaining large blocks available in the Papamoa area - close to open space amenities, and near service centres.
CKL has been working on this project since late 2019, conducting planning, surveying and civil engineering work to ensure an optimal design was developed to maximise the client’s investment and align with the Tauranga City Council (TCC) District Plan. Planning applications for the subdivision and land use applications for earthworks consent have been achieved, enabling work to start on the 1.2ha lot. The first phase of development incorporates the laying of services - stormwater, sewerage and fibre optics. This region is well known for its sand base and good soakage qualities, and to ensure effective stormwater management for periods of strong and heavy rains, retention tanks will be built under the internal accessways to the blocks. 
CKL is aware that TCC will be making an amendment to the District Plan relating to intensification and is currently working with the client on an application for intensification for a proportion of this Doncaster Drive development.
Building of the homes is expected to start in early 2021 with completion later in the year.
Earthworks have commenced to prepare for services to be laid.
Three New Team Members Welcomed to CKL

Jessica Parris

Following the retirement of Vanessa Harland, we welcome Jessica Parris to CKL’s Auckland administrative team. Up until recently Jess had been working in London as an office administrator in the client experience team for a fit-out and construction company. Jess takes on the role of Receptionist and Administrator. If you're coming in, or calling the office, please make yourself known to Jess and take a few minutes to say hello.

Milda Emza

Milda Emza started with us in July. Milda is a key addition to our Auckland team and is our new Project Coordinator, tasked with assisting the teams with their project administration. She has stepped in for Olga Kroop who has started maternity leave, and we send Olga every best wish for baby number two.

Judy Cowley

Judy Cowley joined our Te Awamutu team as Administrator / Receptionist in February and helped establish our Tauranga team by providing administration support. Judy has vast administration experience, and most recently worked in Office Management for an aviation company based at Hamilton Airport doing Aerial Topdressing around the North Island.

CKL Now Active on Multiple Social Media Platforms 
Following the refresh of the CKL website earlier this year, we have taken a renewed approach to social media, recognising the importance of platforms such as Linked In, Facebook and Instagram to connect with existing and prospective land development clients, current and future employees, district councils and regulatory authorities, industry network members, and current business partners, to name just a few groups. Project Update: Chelburn Crescent, Mangere
Demonstrating the efficiency that can be gained by working with long-standing clients and partners, the recently tenanted development at 9 Chelburn Crescent, Mangere went from lodgement of consent to building completion within 12 months. What an achievement for everyone involved!
Gemscott has been a CKL client for a number of years now and we have worked together on land development projects across Auckland, the Waikato, and Bay of Plenty. This 6 x 2 bedroom unit terrace development, on an 822m2 site zoned mixed housing suburban, was modelled on a previous design. The units have been tenanted by Kainga Ora, LUC has been signed off by Council monitoring, and the 224c is expected to come through any day.
Bronwyn Rhynd – Fellow, Engineering New Zealand

In acknowledgement of Bronwyn’s outstanding contribution to the engineering profession, she has been recognised as a Fellow of Engineering NZ. Congratulations Bronwyn!
The Engineering New Zealand Fellows Dinner, usually held in the Grand Hall, Parliament to mark the investiture of new Fellows, was postponed to 2021 due to COVID-19. To acknowledge Bronwyn’s achievement, she was profiled in the June edition of Engineering New Zealand’s quarterly magazine, EG. The Leading Questions segment showcases people who are strong leaders, making a significant contribution to the industry. You can read the full article here.
Bronwyn has gained a reputation as one of New Zealand’s leading environmental engineers and stormwater specialists. Her technical and professional expertise, professional acumen and ethical behaviour is recognised by her role as an expert witness for the Environmental Court. Bronwyn champions diversity and inclusion and stands as an example for other women in business and technical professions. She balances high levels of activity in her business and personal life and her commitment to family has not been compromised by her continued commitment to her profession.
Judith Makinson – CKL Associate
Judith Makinson joined CKL in 2018 to lead the organisation’s transportation engineering offering. Judith has built and developed a dedicated transportation engineering team and added significant value to existing and new clients. Most recently, Judith has been recognised for her expertise and continued contribution to engineering practice with her appointment as a CKL Associate.
Judith joins a team of five Associates, all of whom have demonstrated strong leadership and communication skills, technical expertise, and outstanding results for clients.
Associates are the next generation of CKL leaders. They work side-by-side with Directors to grow and expand CKL’s service offering whilst inspiring a culture of excellence and high performance. Associates are driven by a shared purpose of supporting sustainable land development that shapes strong communities for the future.
What is Transportation Engineering?
Working as part of an integrated team of surveyors, planners and engineers, Transportation Engineers assess residential, commercial and industrial land developments from the perspective of vehicular and pedestrian access. Forefront of the Transportation Engineer’s mind is the safety of those using the roads and footpaths whilst ensuring traffic is able to flow freely. Integrated Transportation Assessments and Transport Master Plans provide developers with the best solutions to accommodate walking and cycling routes, as well as commuter and public transport vehicles.
Judith and her team focus on ensuring developments meet current and future needs of residents and building tenants, and take all the different modes of transport into consideration when designing integrated transportation solutions.
Transportation Engineers play an important role in shaping the future of New Zealand’s urban landscape; building better communities and a better future of all New Zealanders.
Project Update: South Waikato District Plan Changes
CKL is providing expertise and knowledge to public sector projects as demonstrated with the most recent contract with South Waikato District Council. SWDC is committed to keeping the community growing, expanding, and remaining vibrant and viable. They are a proactive, go-ahead Council, open to developing additional residential and industrial estates to cater for population growth and business demand. The Council has recently submitted a change to the District Plan to accommodate growth in Putaruru, and submissions are currently under review.
Working on behalf of Council, CKL is reverse engineering a problem in order to provide alternative scenarios for development planning and traffic management in the Putaruru growth cell. Based on a range of possible land use scenarios, we are looking at the potential traffic effects of industrial land developments. According to the zoning of the land, there is a range of potential business and land use operations which may be considered. We are taking these into consideration, estimating employment densities and modelling low, medium, and high traffic volumes. We can then measure the effects of traffic and correlate this with the controls that need to be put into place to facilitate traffic flow, and then draft the rules for how this will be governed.
At the end of the process, SWDC will have a clear plan for the development of residential and industrial land in Putaruru, guidelines for industrial land use options, and mitigations detailed which will guide traffic management plans.
